Electrical Training

The MPBA Learning Hub, with input from member’s and the ECA, have redeveloped the electrical qualifications to offer a more flexible solution for member companies.

The qualifications are primarily aimed at those individuals requiring registration under the MPBA Electrical Card Scheme only. Basic Health & Safety training is required for the qualifications, along with an understanding of basic hand tools and access equipment.

Anyone without existing knowledge, as detailed above, must undertake the training addressing those requirements before attempting this qualification.

The aims of the qualifications are to:

  • meet the needs of MPBA registration and those individuals who work for MPBA member companies.
  • ensure the individual has sufficient knowledge to complete the safe inspection and maintenance of electrical installations in modular and portable buildings.
  • ensure the individual has sufficient knowledge to undertake in-service electrical repairs, modification, and maintenance.
  • provide CSCS recognition for individuals working on sites to carry out Electrical Works (Level Two).

Each course covers different aspects of working on electrical systems in relation to modular and portable buildings. Qualified learners are deemed as having sufficient skills and knowledge to undertake different aspects of work depending on the course and assessment undertaken.

The availability of courses and use of the agreed working approach with the Electrical Card Scheme is only available for employees of MPBA member companies.

Please find attached Technical Bulletin MPBA/LH/TB31072026 V1.0 regarding the updated Electrotechnical Assessment Specification (EAS). These new competence requirements will come into effect on 1 October 2026 and strengthen qualification standards for certain categories of electrotechnical work.

How this affects you: For most MPBA members, these changes do not necessarily apply. The revised EAS is triggered by the nature of the electrical work being performed, rather than simply holding an ECS card.

  • Specialist Installation & Manufacturing: If your electrical installations are completed as part of the manufacture or specialist installation of modular buildings and are subject to factory quality assurance and inspection, these new requirements do not apply in the same way they do to electrical contractors.
  • ECS Partner Cards: The revised EAS does not automatically require ECS Partner Card holders to obtain additional qualifications. Specifically, the MPBA Level One training program (Pre-delivery Electrical Condition Inspection, Testing and Reporting) is unaffected by these changes.
  • Mains Connections: Testing mains connections for Electrical Installation Certificates (EIC) or Condition Reports (EICR) continues to require a fully competent professional as defined under the EAS specification.

Members may be affected if they:

  • Carry out initial verification or issue EICs/EICRs after connection buildings to the mains supply.
  • Install or commission low carbon technologies, such as solar PV, battery storage, or EV charging equipment.
  • Perform work certified under an EAS-recognised Competent Person Scheme.
